Literacy is a social construct perpetrated by the evil white man. Still doesn't explain why they fail to meet the standards. My point people have to own their own bull and quit playing the victim card.

Much is provided like scholarships, libraries etc... If parents don't want to bother teaching then blame goes on them.

It's their job to break their own cycle in their family and community.
