According to the Taiwan news sites, the pilot radioed one of the engines had flamed out (ceased producing thrust)....at that low an altitude, there's no way to recover.

The pilot did a decent job of not crashing into a building! I've heard numbers like 17 saved so far....that leaves a bunch that haven't been saved.

Yep, looks like he managed to head to the water, where people would have had a better chance of survival than flying into the road or a building.
