To that end, many owners and providers seem to be of the view that they would rather stay below the radar. No need to register girls for licenses, no need for by law inspections, etc.
All I can say is that if certain owners and providers don't adapt to changing times then yes they will be very unhappy - because they are bound to be left behind. Bit of a different subject than just safety though.
I think things will still stay below the radar for a long while. Wat will be interesting is the evolution of the massage business. In the last couple of years services have definitely become more liberal with many things common place at even the higher end spas. With legal incalls I can see this trend ramping up with the lines blurring even more just to be able to compete for the horndog market overall.
