He probably has little to nothing and they all seem to have plenty. He needs stuff and they have more than they need so why shouldn't he have it. This is just another example of where the "haves" need to be taxed more to provide more programs to help the "have nots". Actually in the US officers need to be have CCP to carry off duty.
While some latitude is afforded them the law requires off duty officers to be permitted.

And because of our legal system you would have to ban off duty carry for officers if guns were outlawed.
