This ain't complicated. "Dark Web" simply refers to the parts of the Web that can't be reached by Web spiders like those used by Google and Yahoo to index pages. Anything behind a portal of any kind (payment, login, etc) is in that category.

Tor is a proxy server, which hides your IP address by putting its own in its place, then replacing yours when traffic comes back for you. Tor is a network of proxies, based on the assumption it's harder to backtrack through three or more proxies than one.
