Insurance. Auto drive sure. Manual intervention heavily penalized. Realtime monitoring will assure lower rates. Mostly drives will be driverless. Certain service vehicles: cabs, trucks, point to point shipments will be entirely automated.
Silly rude cabbies: UBER is not the the threat to drivers - it's the tech that will eliminate the need for drivers. Shields/licenses will ensure owners can run a cab provided they are driverless. One just has to survive the transition.
Semi auto vehicles won't be allowed on "premium roads" unless certified driverless. Premium roads: DVP, 401. Either you give your vehicle to road control or you won't be permitted. No speeding. No matter. Everyone travels at 150K. Low fuel, malfunction, you exit.
Initially, the might be a toll for non-driverless vehicles and they will be restricted to slow lanes so can you watch the driverless, wiz by at premium speeds bumper to bumper.
