This is a tough one. Zero tolerance is just that zero tolerance. So in a sense I can understand having to do something.

However the school looks like a bunch of tools because they called the girl a terrorist, interrogated her without parents consent or presence and then had a psychological evaluation done. Any proper minded person would have called the parents in, talked tot he girl, found out it was a soapy bubble gun and then explained the possible seriousness of the "comments" and how they can be wrongfully interrupted.
