They have shelters that remain half empty. For some reason homeless prefer to sleep in the street, hard to figure that one out.

That probably has something to do with not wanting to follow the rules of the shelter. Some homeless may just not trust the shelters or want to be around that many people.

Yep. Even on the coldest nights, the cops and shelter employees still find some that they can't convince to go inside, for various reasons.
