What do you think of the idea?
Should we install them in Toronto?

Better ways to spend the money. Like building more shelters and buying more beds.
 
Damn...I read the title and thought it was about railroad ties we could buy! :sorry2:

They have shelters that remain half empty. For some reason homeless prefer to sleep in the street, hard to figure that one out.

Yep. Even on the coldest nights, the cops and shelter employees still find some that they can't convince to go inside, for various reasons.
 
I imagine Tim Hudak is looking into this idea.

Shelters can be very dangerous. They may feel more safe on the street than inside.
