I don't know about a uniion, but New Zealand is pretty organized, with its NZ Prostitutes Collective. Maybe that is a sort of union.
A lot of the so called "issues" our govt seems to be fear mongering was dealt with in NZ due to the collective working for years before decrim and afterwards. The laws (which are pretty much carbon copy of Canada's) were decrimmed, then it took around 3 years to set up regulations for the industry. There's a recap here:

Also, yes the non-fs guys don't have non-fs just because fs is complicated to get in an mp setting. OK, let's put it this way. You are over 75, diabetic and with a heart condition. You are on an assortment of medications. Because of all of these things, you have ED. It is impossible for you to get the hardness required to put on a condom, and/or do full service entirely. Now, do you see yourself stopping visiting sps because you physically cannot do fs?
