I'd intervene and/or report if I saw someone abusing any animal, just like I would for any human.

I don't know if you're into Reality tv, but Lisa Vanderpump from Real Housewives of Beverly Hills is a 'dog advocate' and the most recent episode shows her testifying about the Chinese dog festival and the cruelty involved.

In a heartbeat I would take whatever steps possible to prevent a dog theft or animal cruelty.
I would not hesitate to intervene or call authorities. I have in the past and as long as I can function I will continue.
Crimes against all animals needs to be reported and punishment need to increase no more turn and look away and no more slap on the wrist punishment
