Some people have serious mental issues. Most people who are at risk have been failed by society and the system. I can't count how many homeless people I've talked to in soup kitchens and drop in centres I've volunteered at who clearly have mental issues but aren't getting the support they need. The front line outreach workers are handcuffed by the system as well. I can't tell you how much stress they go through as well to see someone they're trying to help, slowly disintegrate.

Sometimes the only out is death by cop.
