I have been there many a time during the winter, in weather like this.

Not all of the Falls freeze and as a result there is still a constant mist.
That mist tends to freeze where ever it settles, even on you.

As a child living in Toronto, I remember my parents taking us to the Falls every winter to see the ice-up. The last few winters I've been, it hasn't been anywhere near what I remember. Looks like a trip this year is called for...
