I just read the article, then came here. It is not that Toronto has too much housing, the buildings are all occupied. The issue is that family sizes have decreased over the years, but the same houses are there, so the population in the suburbs has decreased. So individuals have too much house, because they are a few people living in big houses. The article is promoting the idea of the city allowing apartments to be built where single-family houses are now, to increase the density. That is a suggestion that is worth considering, but the headline is misleading. My interpretation is that once again, government is the problem. Though the Star would never subscribe to that theory.
