Police won't hand stolen caravan back to couple to protect human rights of the travellers

If it is theirs, can they not just hire a tow service and go get it??? Would it not then be up to the Gypsies to go to court or the police station???? And is there not a charge of "possession of stolen property" meaning that regardless of if they knew, they know now it is stolen. Why can the police not charge with that?
