Key word there, "if necessary". We get the clip halfway through the event, and as stated, there's a history there so we don't know if the subject has been violent in the past. Plus we can't see if the subject was reaching for the cop's gun, pepper spray, or something else on his belt.

On the surface yes, the cop should get suspended and take a refresher course in proper police procedures.

(I disagree that the subject deserves special treatment because they are mentally ill.....too many use this as an excuse to ignore or not follow the rules. I cite the example of the mentally handicapped person who was killed while swinging a machete on a crowded toronto bus).
