Hard to tell who started into the intersection 1st, but easy to determine that the "MOTHER" is/was an idiot.

Nobody has said on the news about charges or about her leaving the baby stroller to pursue the car.
I wonder looking at the angle that she approached the intersection and the speed at which she jumped at the car was there a baby in that stroller?
This looks like a woman trying to target cars running the stop signs. I can see that anyone in the neighborhood would be pissed at the cars but she has the wrong idea. Most phones have video and she should know how to call the police. Would make more sense to me to report the drivers and go about your day.
