NIAGARA FALLS, Ont. -- A Fort Erie, Ont., woman has been charged with criminal negligence causing death in connection with the death of her two-year-old daughter who hasn't been seen since July.
The body of Marissa Whalen has not yet been found, but Niagara Regional Police say the toddler met with foul play.
"At this time, the remains of the deceased have not been located. We will continue to work diligently to accomplish this recovery," said Staff Sgt. Jim Prinsen.
Police say Marissa has been missing since the end of July but they did not receive a report of her disappearance until Saturday.
Arrested Friday and charged with criminal negligence causing death, accessory after the fact to murder and indignity to human remains is Roseanne Whalen. She was held in custody pending a bail hearing Saturday.
On Thursday, police arrested Rainbow E. Hill, 28, also of Fort Erie. She is charged with second-degree murder.
Police say Hill and Whalen are acquaintances.
Hill appeared briefly in bail court Friday afternoon and requested through a lawyer that her name not be published.
The justice of the peace said she had no authority to make such an order. She is scheduled to return to court Nov. 1.
Police were first called to a Fort Erie home Oct. 8 after receiving information regarding a missing child.
The circumstances of the toddler's disappearance led police to believe that foul play was involved, and the missing-persons case quickly escalated into a homicide investigation.
An Amber Alert was not issued, as it would not have assisted in the matter, said Const. Sal Basilone.
"Police received information that led them to believe they were dealing with a homicide," he said.
Police did not release any information on the incident until Friday afternoon.
Basilone said investigators had good reason to wait six days before publicly releasing any information on the matter.
"They made the decision based on information they were receiving in an effort to work different angles related to evidence, witness statements, substantiate the evidence that was being presented," Basilone said.
"It is something that is carefully considered," Basilone said. "It's not haphazardly done."
Prinsen said the integrity of the investigation could have been compromised had police released information earlier
Police are now asking any witnesses to come forward.
"As in the case with most of our investigations, we want people to contact us if they have any information, especially so in homicide investigations," Basilone said. "Information from the public is vital."


Sadly nothing shocks me and its been that way many 15+ years, mother is charged with killing her toddler and another woman assists. In Canada, we need a license to work (SIN), drive, marry, divorce, degree, diploma or trade. But, nobody needs a license to have a child!

If Roseanne Whelan didn't want Marissa, she had options:
1. Abortion
2. Adoption

No, she killed an innocent child. No matter what happens in a trial, the punishment will never exceed the crime!

Killing a toddler is wrong no questions asked and you should definitely be punished for it, but I'd like to look at it with a bigger picture (this is slightly off topic):

If you're a woman and you don't want a child, your options are: contraception, abortion, and adoption.
If you're a man and you don't want a child, your only option is adoption, and it's not going to be you who makes such a decision.

By logic, women should receive much harsher penalty for killing a toddler, but try saying that in public. Haha you can't. :no:

Dude, I should have said that in my original post. Abortion or Adoption, geez I did. Unfortunately, there are people that ignore or refuse to use contraception or preventative measures. Regardless, there are three demons that killed an angel.

That's not a logical statement either. If anyone (female/male) kills a infant, toddler or child, they are the equally responsible and public stoning may be a deterrent for future reference.

You tell Tori Stafford's parents that the woman is more guilty than the male involved in her murder.

Sorry, if you're a man and don't want the child you have no option.......the second you imprenate a woman you lose all control over your life.....
