Absolutely sexist.
In one of my first jobs, I was made to wear a suit and tie. Women got away with jeans and tank tops. I argued it then, but it was the seventies--no one cared. Many years later, different job, I was made to wear a tie--a gay employee was not required to because it was not his "style". I stopped wearing my tie immediately when I noticed. I was threatened by management, but I told them--when "John" (I don't actually remember his name) wears a tie, I will too. I never did again, and eventually all the males stopped wearing ties (even the management!).
There can certainly be uniform rules, but they need to be enforced equally. If management wants to have two (or more) versions, don't try and tell me which one I MUST wear. And don't talk to me about my underwear unless it's showing--that is my business and has nothing to do with work.

There is nothing on their policy regarding this therefore she has a case and the courts can decide.
