Yes, there are operations that can artificially enlargen a man's penis but there are issues with that. Like nerve damage and loss of feeling etc. Imagine someone surgically altering your clitoris........it just won't be the same afterwards.

BTW: I bet their condition can be traced back to faulty genes or something happening during pregnancy where the body got "confused" as to whether they should be male or female. Basically, physically, men and women aren't that different.....if you look at the shape of a woman's reproductive organs they are similar in shape as a man's....we have testes, she has ovaries, we have (don't know the proper name) tubes connecting our testes to the urethra, she has fallopian tubes, we have a dick she has a clit (which is really just a small penis)......and hey, most of those guys also had manboobs......
