Looks like King Edward VIII, possibly getting ready to speak via radio to the nation, presumably his abdication speech announcing he planned to marry Wallace Simpson. (Can't think of anything else he did of historic significance.)

His other historical significance is he was a Nazi sympathizer and IMHO should have been hung.
