TTC officials investigating video involving special constable

The TTC is expected to respond today after a video surfaced showing an altercation between a special constable and at least one other man.

The six-minute video, which appears to have been shot at Union Station about a month ago, shows a special constable attempting to apprehend a man. The camera then pans away for a moment and when it returns another man is shown punching the special constable several times.

At that point a second special constable runs into the shot and is seen punching the man in the face while the man grips his collar with both hands.
Police officers are later seen arriving and detaining the man.

Speaking with Newstalk 1010 on Wednesday morning, TTC CEO Andy Byford said he plans to discuss the video with his senior team this morning before announcing “what action” he intends to take.

"I think it's important that we understand the context of what went on," Byford said. "But clearly it concerns me to see any video like that involving TTC staff."

TTC to comment before noon

The video, which was posted to YouTube, begins suddenly and it is not immediately clear what led up to the altercation.
On Tuesday night TTC spokesperson Brad Ross tweeted that the altercation is “extremely serious” and said TTC officials were investigating the matter. Ross then told Newstalk 1010 on Wednesday morning that a statement will be made sometime before noon.

Meanwhile, some members of council are already expressing concerns about the video with TTC chair Josh Colle calling it ‘disturbing’ while speaking with CP24 on Tuesday night.
“Just having seen (the video) a few minutes ago, I certainly don’t know the context, or the situation, but it’s certainly something that is alarming when you watch it and I believe that both the TTC and more importantly Toronto police have to investigate this,” Colle said.

Speaking with CP24, Coun. Joe Mihevc said that the matter should be investigated but cautioned against a "rush to judgement."

TORONTO - A social media video of a subway station arrest that came to light Thursday is believed to involve the same two transit enforcement officers seen in a violent take-down involving a father and son after a Leafs game.

The cellphone video, shot around noon on Nov. 15, 2014 at Keele Station by TTC rider Wayne Davis, captures the arrest of a man who allegedly did not pay his fare and a second bystander, accused of stealing a cellphone during the melee.
“The TTC has seen the video and is aware of the incident, which was handled appropriately,” TTC spokesman Brad Ross told the Toronto Sun.

However, Davis, who witnessed the incident while on his way home from work, said this information is incorrect.
“No, never happened,” he said. “As far as I can make it, the (first) guy gave the (second) guy his phone for safe keeping because they (the transit officers) were probably crushing it when they took him down ... there was this panicked officer running around asking if anything else was missing.”

There were 20 witnesses and six transit officers, Davis said.
“I don’t think they were anything more than frantic,” he said. “And maybe bored with their job. Don’t get too much action. I never actually saw them strike the (first) guy in any way. They definitely had him pinned hardcore. I’m not sure what led to that.”

The roughly six-minute YouTube video opens with the first man being held down on the ground by two transit enforcement officers. He shouts that he paid his fare and was not resisting arrest. The two officers then lead him in a service room. About a minute later, an officer is heard asking the second man,

“Who took the phone? Turn it over. There are people coming.”

There is another video, if you slow it down and watch it closely, the man was kicking the TTC constable first. If it was a police officer, the man would have been shot.

Treat people with respect and receive respect back. An officer or even security guard approaches, treat them with respect as you expect to be treated and I can almost guarantee you will receive the same.
