Sorry, no. The use of a nonspecific "Who" in the question implicitly states that we are looking for the name of a person. Jack Webb or Joe Friday would both have been correct answers.

You would have been correct, if the question had been "What show coined the catch phrase "Just the facts, ma'am.".
 
Notes on The Scoring Table:

Each Kewpie is worth ten points. Each Troll counts for negative eleven points. The difference in value is to determine tie breaking in The Points Table, coming soon.

For example, ten Kewpies and no Trolls would be one point ahead of eleven Kewpies and one Troll, and two points ahead of twelve Kewpies and two Trolls, so you lay standard eleven to ten, when hazarding a guess. Effectively, Every ten Trolls negates one extra full Kewpie.
