This is not likely to ever end in the near future, if ever.
Especially if current punishment is lax, as I understand it.
The free world needs to form an agreement to fight this internationally, and any country that does not agree to join, will be left to defend it self, on its own, and suffer major penalties if an attack is originated in said country.
I know, easier said than done, but this shit could have MAJOR ramifications, if it gets out of hand.
