The pepper spray event happens very quickly. What is obvious is the young policeman in medium blue, that was leaning on the orange net barrier and writing something, who was with the original group, leaves quickly. What is not obvious is that a trio of policemen gather nearby.
The younger member of the new trio in medium blue uniform takes the place of the young man who was writing. He turns his body and head down to the right. There is a middle aged policeman to his left in a white police shirt who turns his body and face to the left. White older policeman wearing a white police shirt, walks to the orange net barrier between these two policemen and reaches over the orange net barrier and sprays the girls with pepper spray.
The large balding man with no police hat and a dark blue police shirt was with the original group watching the girls trapped behind the orange netting. He rests his hands on the netting fence until he abruptly backs away and leaves the fence. The pepper spray dissipated and the balding man provides a distraction by making an obvious show.
