I recognize this video file; it used to be on WinMX and eMule from 2003-2007. Somebody added the Me and wink watermark, lower right, later on.
That sort of pixelation was common with .mpeg format videos, recorded from extended play VHS tapes, and encoded with TMPGenc, ("Tsunami MPEG encoder"). That app was terrible, when you wanted to stitch together various clips into one longer video. The image and the sound would fall further and further out of synch, (sound lagging), so when someone was talking, it would look like a badly dubbed Japanese monster movie after a while. Some old cartoons are intermittently funnier, when the picture and sound are not in synch.
