You're right PrimO, we don't know for certain because we were't there, but I have to say that I've dealt with a female customs officer that really had a poor attitude. The opposite could be true too. Maybe he was having a bad day and decided to take it out on her, because he can.

At first blush this looks like the Customs officer was over zealous but I dare say there is the rest of the story yet untold.

We should be aware she was not fined for keeping a free snack, but for bringing fruit into the US.
