I don't know. I have a lot of questions that will go unanswered. He wasn't even a street cop, wasn't qualified to use the gun he used, and emptied his gun in the first exchange of gunfire, so I think that showed his inexperience. Wrong place, wrong time and tried to play hero with no back up. The video showed some passerbys trying to help and he threatened them with an empty gun. With his inexperience, I think he endangered the people in the area more than he saved them. I know I shouldn't judge in my comfortable home, behind my keyboard, but I think this video shows what you shouldn't do when you're out on a date with your girlfriend. As for using the guy as a human shield. Raines' gun only had 6 shots, and the guy on the floor was hit 10 times. So, it's clear that the human shield saved Raines' from harm or death. I think I would have done the same thing, but at the same time, I'd like to think that I woudn't have gone in with guns blazing like Raines did.
