TORONTO - An employee who surfed for porn on a city computer is one of the municipal workers caught behaving badly in the latest auditor general’s report on fraud.
Auditor General Jeff Griffiths’ report noted the city employee caught accessing “pornographic material” didn’t have a happy ending — the worker was fired.

Many of the complaints contained in Griffiths’ annual report on fraud involved city employees with conflicts of interest, abusing sick leave and the eligibility of employees for long-term disability.
Along with the employee caught using a city-owned computer to look at porn, other employees were fired for a range of frauds in 2012.

The list included a worker who took the city decals off a municipally-owned truck and kept taking the vehicle home without permission, several employees who made fraudulent benefit claims, and a case where a $25,000 bank deposit was misappropriated.

In another instance, an employee was caught working on city time for a separate city-funded community agency.
Griffiths noted the city’s fraud and waste hotline received 774 complaints last year. While the number of complaints dropped from 2011, Griffiths concluded most calls include two or more allegations so the actual number of complaints from whistleblowers is around 1,500.

The quantifiable losses to the city in 2012 were around $500,000, according to the report. So far around $257,000 has been recovered by the city.
Deputy Mayor Doug Holyday, the audit committee chairman, said he was glad the city has put a stop to some “taking advantage of the system.

“It seems to me some fireable offences have occurred (and) people have been taking advantage of others again,” Holyday said. “This is a large corporation and thank heavens most of the people are honest, hard-working people but every once and a while it seems there is someone who is not.”

Holyday applauded the fact some employees were fired when caught defrauding the city.

“That’s exactly what should happen if people are trying to cheat taxpayers and take money they are not entitled to. Very few corporations would tolerate that and I don’t think we should,” he said.
The Etobicoke councillor lauded the fraud and waste hotline as one way the city protects itself.

“Heaven knows what might be going on if that wasn’t there,” he said. “And heaven knows what has been stopped as a result of tips.”
The audit committee meets to discuss the report Feb. 15.

1) The individual should not be looking at porn using a work computer especially when working for a large company or government agency;
2) We do not know how much porn, what type of porn, frequency, duration, if he was distributing porn, etc. - If he looked at porn once or twice I do not think he should be fired, unless the city had a policy that one was not allowed to use a company computer for looking at porn.

In my company I don't care - if someone looks at porn assuming they are not spending a considerable amount of time surfing, etc.. I just care if someone sends an email distributing porn with the company's logo attached - not cool. That should be sent from their personal account.


As for the other abuses, I am glad that the City is starting to crack down. But I am somewhat surprised that they were only able to find $500,000 of abuses. Given the size of the City's budget I would have thought it was more. In addition, with respect to the construction industry - I have been told by many people in the industry that there are considerable abuses by way of kick backs, etc. In addition, many employees are overpaying union dues relative to the representation and the service they get - but I guess the City does not care about that.

It happens just as much in private industry. We all look at porn at my office and it's a private company.
