Same reasons Macdonald's has uncomfortable seats so that people don't spend all day on them.
And in particular so people don't spend all night on the bench.
Also comfortable seats with leather and padding etc. would be easily damaged and need to be replaced frequently.
Metal and wood benches will last for years, and are easy to clean.

That makes sense but I would have a third BigMac if the chairs were more comfortable.
