I m looking for a specific word, I heard it a few times on American TV think it was Jude Judy

The word is usually used in legal terms, it's a word that describes ie: police officer did not charge/arrest a culprit (for say assault) than within a short time that same culprit committed another assault on the same person, the word describes the victim as put in danger because the police did not do their job.

Gross negligence might be the legal term you seek.

However lacking overwhelming evidence the term does not apply.
