AMSTERDAM—The Dutch government is facing an unusual crisis: prison undercrowding.

For the first time, there are now more guards and other prison staff than there are prisoners in the Netherlands, according to data released by the Justice Ministry on Friday.

Crime rates have fallen slightly in recent years, but aren’t notably lower in the Netherlands than in neighbouring countries, and many Dutch people think sentences for violent offenders are too light.

Supporters for Kamhen Saleh — the 22-year-old Porterville College student who is being charged with the Aug. 2 double murder of two men who attempted to rob him — are holding a rally at 9 a.m. today at Tulare County Superior Court in Visalia, 221 S.Mooney Blvd. And they are asking the public to join them.
“You hear about people becoming victims of armed robberies and violent crimes but you may never know how it feels until it happens to you or someone close to you,” said Saleh’s brother, Alla Saleh.

That is why they are asking the people of the Valley to go and show support for Saleh.

“We will be holding a rally in support for not only Kamhen Saleh but for the hard working people who wake up everyday to go make a living,” Alla Saleh said.

Though he has no idea how many might show up, he did say the family has received plenty of emotional support and they expect a good size crowd.

Alla Saleh, family and friends have been busy placing posters around the Valley, informing people about the rally.

“Kamhen Saleh is a 22-year-old college student who is being charged with murder for protecting his life and assets after being robbed by two habitual criminals,” the flyer states. “Two men followed Kamhen on Friday, August 2, 2013 from a Wells Fargo Bank and broke into his vehicle stealing $44,000 in cash used for Saleh’s family check cashing business. Saleh fought for his life and is today facing these charges. Help one of our own in a time of need and defend the hard working citizens of the valley.”

In the meantime, a social-media page on Facebook has supporters voicing their opinions. Among them is Mary Ann Wickham Sierra who said she applauds their efforts.

“This young man does not deserve what District Attorney Robert Dempsey is attempting to do. All Tulare County wants is a conviction — another notch in their belt and making a name for themselves,” Wickham wrote. “This young man was trying to protect himself and his property and these two men who had been watching every move he made so they could follow him this particular day would have killed him in a heartbeat and not looked back. I pray the jury returns a not-guilty vote and allow this young man to be back with his family and continue his schooling and his life.”

As of Wednesday afternoon an online petition at MoveOn.org had 2,126 petition signatures from around the globe. The goal is 3,000 signatures.

“We urge our business leaders and American citizens to act now in the support of Kahmen Abdul-Raquib Saleh,” the website states. “We want to show the DA Robert Dempsie that the charges posed on Kamhen Saleh are not right. We want justice for Kamhen Saleh.”

Wednesday morning, police found in an abandoned lot in Yonkers, New York. The cats, most of which were stuffed in plastic bags, were arranged ritualistically throughout the tree, according to Vocativ.

"They were placed in small shopping bags, the plastic bags that you might get from an A&P or a ShopRite, and then they were hung from a tree," Ernie Lungaro, director of humane law enforcement at SPCA, "Some were severely decomposed. We got a couple that were still fresh, within the last few weeks maybe. But we're transporting them and are going to have some necropsies done. We'll know more then."

Employees from the Department of Public Works discovered the horrific scene at about 10 a.m. after arriving to work on the abandoned lot, which is just 10 minutes from the Yonkers Amtrak stop and close to several shops and restaurants. Authorities aren't sure why the strong odor didn't attract attention earlier.

"It's very strange. There's a house next door and there are residences across the street. It's a well-travelled little vacant lot," SPCA's executive director, Shannon Laukhuf said. "There's a path that runs down to the businesses. Clearly, people have walked that path pretty often. It's hard to believe that someone didn't notice something. The smell of decomposition is overwhelming."

While this isn't the first time a large number dead cats have been found in Yonkers—-last year, 22 cats were poisoned in the area— Laukhuf cautioned it's too early to tell if the cases are related.

"We've never really seen anything like this," she said. "What's so disturbing is the way the cats were hung in bags and arranged. This is obviously the work of someone very deranged."
