I reworded this one because it's very similar to ones I already had. I can offer an answer to the first part of your question though: the demand exists, we haven't been told definitively that it's unsafe (no documented HIV transmissions, etc etc), and not everyone defines "safe" the same way. Obviously, if the person doesn't have an STI the transmission rate is zero, and someone might be okay with a chance of chlamydiae but not HIV, etc etc.

I have to say NO unprotected sex of any kind is safe and all types of sex are available, because they're are no "safe" police. As adults we determine the risks we're willing to take, the type of sex we're wanting and with whom. Some sexual activities are lower risk than others, yet still a risk. Even protected sex comes with risk. Educate yourself, choose your partners carefully, and take care of your health, is the best any of us can do. HIV: an into

TL;DR: Having an STI puts you at higher risk, in general, for HIV.

In her words:

There's the first one, the whole thing about oral sex.

So like lots of questions in sexual health there's like maybe yes and maybe no and like we were talking about there's levels of sexual risks, there are also slight differences between risks of HIV and other STIs. And that's true of a lot of this of this discussion. A lot of you are young to remember this, but when HIV came along it really kicked a lot of STIs out of the map, in terms of concern, talk and prevention.

Even when it first happened, we weren't as clear as we we today: if you are carrying another STI, you are more likely pass HIV on.

If you are HIV- and have an STI, your risks of acquiring an HIV increase significantly.
