In Japan, it isn't a guarantee that you will be offered soap to wash your hands with within a restroom.

Many people take a dump and have no way to wash their hands other than running water. Since deficate matter contains many fat soluble contents, water won't wash fecal matter and related bacteria from a person's hands. Soap is essential to actually clean a person's hands. Soap is a surfactant that allows the surface tension between water and fat soluble ingredients to be reduced, thereby mixing together and washed away. Without a surfactant, you can't actually clean your hands effectively.

So, I would say that when I was in Japan, I was freaked out about the fact that many Japanese people don't wash their hands after taking a dump in a public washroom. No wonder they are always parading around the city with those cough filter maks on.
