I think its probably the best approach to guiding a toddler.
Instead of telling the child she can't do something, explain the consequences of both choices and encourage her to make the right choice on her own.
When kids make the right choice on their own instead of being forced to do the right thing, they develop a better sense of what is right and wrong and don't just do what they are supposed to do in order to please their parent.
Examples: A child doesn't want to clean up his toys, eat his vegetables, having a tantrum, hitting his young sister etc... Instead of the parent flat out telling the child he or she has to do it or screaming at him to stop. The parent would explain the consequences of both and let the child decide.
