^Thanks Mcguinty for posting that, clearly that asshole needs to be charged, he is dragging that poor dog and the other dogs that are off leash are also not safe, since they're near busy roads. If he is a dog walker, his license or ability to walk dogs needs to be revoked. Good on the guy that taped him.

I did the same with some dude a few years back but it wasn't some chihuahua LOL. I gave him a plastic bag at least.

This also angers me.....so often I see lazy dog owners watch their dogs poo then just walk away, or even worse, they'll pick it up and then toss the bag aside. They need to start fining them.
