Since the women are already comfortable discussing the general subject with each other, your gf should talk to his gf. Then if she's into it, let her broach the subject with your friend, if she doesn't already know his opinion.
That way if he's not into it, there has been no actual discussion about it between the men, thereby allowing them to act like the whole thing never happened.

Have the girls talked about getting together for some girl on girl action? If so, then they should set the tone, let them start the process, flirting over dinner etc. then when you get home, they can start making out while you guys watch... let things progress naturally (if they are truly into it, it WILL, trust me!

This is the only way to do it, it gives him an opportunity to say no without any pressure. Your friendship should trump group sex.
