It is often the case foreigners supply arms to whoever is a large enough group that will work with them down the road. Altho they could be attacking other places that bought them legitimately, most likely other countries back terrorist groups. After the 1980s, when people started going back as tourists to Guatemala, they'd look at the guest books of some places, and see the majority of people visiting thru the 80s were from the US or Israel. It was considered they both were backing the govt of the day, because the guerrilas were trying to work for the people (as in communists).
